EU อนุมัติระบบ Visa Cascade เอื้อผู้ถือพาสปอร์ตไทยขอวีซ่าเชงเกนได้ยาวนานขึ้น

กระทรวงการต่างประเทศได้อัปเดตความคืบหน้าสำคัญเกี่ยวกับระบบวีซ่าเชงเกนสำหรับคนไทย โดยมีรายละเอียดประกาศดังนี้:

เมื่อวันที่ 8 พฤษภาคม 2569 คณะกรรมาธิการยุโรปได้อนุมัติการบังคับใช้ระบบ “Visa Cascade” ของสหภาพยุโรป สำหรับสัญชาติไทยที่พำนักอยู่ในประเทศไทย ซึ่งยื่นคำร้องขอวีซ่าเชงเกนประเภทพำนักระยะสั้น (Short-stay Schengen visa) ณ สถานเอกอัครราชทูตหรือสถานกงสุลของประเทศในกลุ่มเชงเกนในประเทศไทย มาตรการดังกล่าวซึ่งมีผลบังคับใช้แล้วในขณะนี้ จะช่วยอำนวยความสะดวกในการออกวีซ่าพำนักระยะสั้นที่มีอายุยาวนานขึ้นให้แก่ผู้ถือหนังสือเดินทางไทยที่เคยได้รับวีซ่าเชงเกนและมีประวัติการเดินทางที่ดีมาก่อน ซึ่งจะช่วยลดความจำเป็นในการยื่นขอวีซ่าบ่อยครั้ง ประหยัดทั้งเวลาและค่าใช้จ่าย

ภายใต้ระบบ Visa Cascade นี้ ผู้สมัครที่เคยได้รับและใช้ประโยชน์จากวีซ่าเชงเกนอย่างถูกต้องตามกฎหมาย อาจมีสิทธิ์ได้รับวีซ่าประเภทเข้า-ออกได้หลายครั้ง (Multiple-entry visa) โดยมีระยะเวลาความร่วมมือที่ยาวนานขึ้นตามลำดับ ดังนี้:

• อายุวีซ่า 1 ปี: หากผู้สมัครเคยได้รับและใช้ประโยชน์จากวีซ่าเชงเกนอย่างถูกต้องตามกฎหมายแล้ว 1 ครั้ง ภายในระยะเวลา 2 ปีที่ผ่านมา
• อายุวีซ่า 2 ปี: หากผู้สมัครเคยได้รับและใช้ประโยชน์จากวีซ่าประเภทเข้า-ออกได้หลายครั้งที่มีอายุ 1 ปีอย่างถูกต้องตามกฎหมาย ภายในระยะเวลา 3 ปีที่ผ่านมา
• อายุวีซ่า 5 ปี: หากผู้สมัครเคยได้รับและใช้ประโยชน์จากวีซ่าประเภทเข้า-ออกได้หลายครั้งที่มีอายุ 2 ปีอย่างถูกต้องตามกฎหมาย ภายในระยะเวลา 4 ปีที่ผ่านมา

หมายเหตุสำคัญ: ระบบ Visa Cascade นี้ ไม่ใช่การยกเว้นวีซ่าเชงเกน ผู้ถือหนังสือเดินทางไทยยังคงต้องยื่นขอวีซ่าเชงเกนตามกระบวนการปกติ และข้อกำหนดต่าง ๆ ที่บังคับใช้ยังคงเดิม ทั้งนี้ การจะได้รับสิทธิ์วีซ่าที่มีอายุยาวนานขึ้น ผู้สมัครจะต้องรักษาประวัติการเดินทางที่ดี รวมถึงปฏิบัติตามกฎหมายและข้อบังคับของประเทศปลายทางอย่างเคร่งครัด

ความสำเร็จในครั้งนี้เป็นผลมาจากความพยายามอย่างต่อเนื่องของกระทรวงการต่างประเทศ ผ่านความร่วมมืออย่างใกล้ชิดระหว่างกรมยุโรป, สถานเอกอัครราชทูต ณ กรุงบรัสเซลส์, สถานเอกอัครราชทูตและสถานกงสุลใหญ่ไทยทั่วยุโรป, คณะผู้แทนสหภาพยุโรปประจำประเทศไทย ตลอดจนสถานเอกอัครราชทูตของประเทศสมาชิกสหภาพยุโรปและกลุ่มเชงเกนในประเทศไทย โดยกระทรวงการต่างประเทศได้ใช้แนวทางที่อิงตามหลักฐานเชิงประจักษ์เพื่อแสดงให้เห็นว่า ผู้ถือหนังสือเดินทางไทยมีความเสี่ยงด้านการย้ายถิ่นฐานและความมั่นคงในระดับต่ำ อีกทั้งยังสร้างผลประโยชน์ทางเศรษฐกิจที่สำคัญให้แก่กลุ่มประเทศสหภาพยุโรปและเชงเกน

ปัจจุบัน ประเทศไทยเป็น 1 ใน 7 ประเทศที่ได้รับสิทธิ์ในระบบ Visa Cascade นี้ ต่อจากอินเดีย ซาอุดีอาระเบีย บาห์เรน และโอมาน ในปี 2567 รวมถึงตุรกีและอินโดนีเซีย ในปี 2568 โดยไทยถือเป็นประเทศที่สองในภูมิภาคอาเซียนที่ได้รับประโยชน์จากข้อตกลงนี้

กระทรวงการต่างประเทศขอแสดงความขอบคุณต่อนักเดินทางชาวไทยทุกท่านที่มีพฤติกรรมการเดินทางอย่างรับผิดชอบ ซึ่งพฤติกรรมดังกล่าวมีส่วนสำคัญที่ช่วยให้รัฐบาลสามารถผลักดันข้อริเริ่มนี้ได้สำเร็จ ระบบ Visa Cascade สะท้อนถึงความเชื่อมั่นของสหภาพยุโรปที่มีต่อประเทศไทย และถือเป็นอีกหนึ่งหลักไมล์สำคัญในความสัมพันธ์ระหว่างไทย-สหภาพยุโรป ที่ยังคงขยายตัวอย่างต่อเนื่องทั้งในมิติการเมือง ความมั่นคง และเศรษฐกิจ โดยเฉพาะอย่างยิ่งหลังจากการบังคับใช้เป็นการชั่วคราวของกรอบความตกลงว่าด้วยความเป็นหุ้นส่วนและความร่วมมือรอบด้าน (Comprehensive Partnership and Cooperation Agreement – PCA) ระหว่างไทยและสหภาพยุโรป เมื่อวันที่ 20 ตุลาคม 2567

มาตรการนี้จะช่วยส่งเสริมการเดินทางและกระชับความสัมพันธ์ระหว่างประชาชนให้แน่นแฟ้นยิ่งขึ้น ซึ่งถือเป็นผลสัมฤทธิ์ที่เป็นรูปธรรมของการทูตที่มีประชาชนเป็นศูนย์กลางของไทย ทั้งนี้ กระทรวงการต่างประเทศจะยังคงขับเคลื่อนการทำงานเพื่อมุ่งสู่เป้าหมายระยะยาวของประเทศไทยในการเจรจายกเว้นวีซ่าเชงเกนต่อไป เพื่อส่งเสริมการท่องเที่ยว การค้า การลงทุน การศึกษา และการเคลื่อนย้ายแรงงานที่มีทักษะ เพื่อประโยชน์สูงสุดของประชาชนชาวไทย

ระบบ Visa Cascade คือ แนวทางการพิจารณาออกวีซ่าเชงเก้นแบบพำนักระยะสั้น (Short-stay visa) ที่จะปรับระยะเวลาอายุวีซ่าให้ยาวขึ้นแบบ “ขั้นบันได” สำหรับผู้ที่มีประวัติการเดินทางดี ยิ่งคุณเคยได้วีซ่าและเดินทางอย่างถูกต้อง อายุวีซ่าในครั้งต่อไปที่คุณจะได้ก็ขยับเพิ่มขึ้นเรื่อยๆ โดยแบ่งออกเป็น 3 ระดับหลักๆ ดังนี้

✅ วีซ่าอายุ 1 ปี: สำหรับผู้ที่เคยได้รับและใช้วีซ่าเชงเก้นอย่างถูกต้องมาแล้ว อย่างน้อย 1 ครั้ง ภายในระยะเวลาไม่เกิน 2 ปีก่อนหน้า

✅ วีซ่าอายุ 2 ปี: สำหรับผู้ที่เคยได้รับวีซ่าเชงเก้น อายุ 1 ปี และใช้งานอย่างถูกต้อง ภายในระยะเวลาไม่เกิน 3 ปีก่อนหน้า

✅ วีซ่าอายุ 5 ปี: สำหรับผู้ที่เคยได้รับวีซ่าเชงเก้น อายุ 2 ปี และใช้งานอย่างถูกต้อง ภายในระยะเวลาไม่เกิน 4 ปีก่อนหน้า

หัวใจสำคัญที่สุดคือคุณต้องใช้วีซ่าเชงเก้นที่เคยได้รับมาอย่างถูกต้อง ไม่พำนักเกินกำหนด (Overstay) และไม่ทำผิดเงื่อนไขการพำนักใดๆ ประวัติการเดินทางที่ซื่อสัตย์จะเป็นใบเบิกทางที่น่าเชื่อถือที่สุด

แนะนำให้เขียนจดหมายแนบไปกับเอกสาร โดยระบุอย่างชัดเจนว่า “ต้องการขอวีซ่าเชงเก้นรายปี (Visa Cascade)” พร้อมอธิบายเหตุผลความจำเป็นหรือแผนการเดินทางในอนาคตให้สมเหตุสมผล เช่น มีแผนจะไปเที่ยวหลายประเทศในยุโรปตลอดทั้งปี, มีแพลนเดินทางไปเยี่ยมแฟน หรือมีธุรกิจที่ต้องเดินทางไป-กลับบ่อยๆ

การซื้อประกันเดินทางแบบรายปี (Annual Travel Insurance) แทนแบบรายทริป จะช่วยแสดงถึงความพร้อมและเพิ่มความน่าเชื่อถือให้กับโปรไฟล์ของเราได้อย่างมาก เพราะเป็นการแสดงให้เห็นว่าเรามีแผนการเดินทางหลายรอบในปีนั้นจริงๆ และเตรียมการรับมือไว้ล่วงหน้าแล้ว

ข้อแนะนำเพิ่มเติมสำหรับมือใหม่: สำหรับใครที่ยังไม่เคยมีวีซ่าเชงเก้นเลย หรือวีซ่าเดิมหมดอายุเกินกรอบเวลาที่กำหนด การยื่นขอครั้งแรกอาจจะยังไม่ได้วีซ่ารายปีทันที แต่การจัดเตรียมเอกสารทริปแรกให้สมบูรณ์และเดินทางกลับตรงเวลา จะเป็นก้าวแรกที่สำคัญที่สุดในการไต่บันได Visa Cascade เพื่อรับวีซ่า 1 ปี 2 ปี และ 5 ปีในครั้งต่อๆ ไปครับ!

The European Union adopts the Visa Cascade scheme for Thai passport holders

The Ministry of Foreign Affairs of Thailand has provided an important update regarding the Schengen Visa system for Thai citizens, with the details announced as follows:

On 8 May 2026, the European Commission approved the application of the European Union’s Visa Cascade regime to Thai nationals residing in Thailand who apply for short-stay Schengen visas at the embassies or consulates of Schengen States in Thailand. This measure, which has now come into effect, will facilitate the issuance of longer-validity short-stay visas to Thai passport holders who have previously obtained Schengen visas and maintained a good travel record, thereby reducing the need for frequent visa applications and saving both time and costs.

Under the Visa Cascade scheme, applicants who have previously obtained and lawfully used a Schengen visa may be eligible for multiple-entry visas with progressively longer validity accordingly:

• For a validity period of 1 year, provided that the applicant has obtained and lawfully used one visa within the previous 2 years.

• For a validity period of 2 years, provided that the applicant has obtained and lawfully used a previous multiple-entry visa valid for 1 year within the previous 3 years.

• For a validity period of 5 years, provided that the applicant has obtained and lawfully used a previous multiple-entry visa valid for 2 years within the previous 4 years.

The Visa Cascade is not a Schengen visa exemption. Thai passport holders will continue to be required to apply for Schengen visas through the normal process, and the applicable requirements remain unchanged. To be eligible for longer-validity visas, applicants must maintain a good travel record, including full compliance with the laws and regulations of destination countries.

This achievement is the result of sustained efforts by the Ministry of Foreign Affairs, thorough close cooperation between the Department of European Affairs, the Royal Thai Embassy in Brussels, Royal Thai Embassies and Consulates-General across Europe, the Delegation of the European Union to Thailand, and the Embassies of EU and Schengen States in Thailand. Through an evidence-based approach, the Ministry demonstrated that Thai passport holders present low migration and security risks and contribute significant economic benefits to the EU and Schengen countries. Thailand is currently one of seven countries to have been granted the Visa Cascade regime, following India, Saudi Arabia, Bahrain, and Oman in 2024, and Turkey and Indonesia in 2025. Thailand is the second ASEAN country to benefit from this arrangement.

The Ministry would like to express appreciation to Thai travelers for their responsible travel conduct. Their responsible travel conduct has helped the Government successfully advocate this initiative. The Visa Cascade reflects the EU’s confidence in Thailand and marks another important milestone in Thailand – EU relations, which have continued to expand across political, security, and economic dimensions, particularly following the provisional application of the Thailand – EU Comprehensive Partnership and Cooperation Agreement (PCA) on 20 October 2024. The measure will further facilitate travel and strengthen people-to-people ties, representing a tangible outcome of Thailand’s people-centric diplomacy. The Ministry of Foreign Affairs will continue working toward Thailand’s long-term objective of securing Schengen visa exemption, with a view to promoting travel, trade, investment, education and skilled mobility for the benefit of the Thai people.

The Visa Cascade is a newly structured, step-by-step “ladder” system for short-stay Schengen visas. Instead of granting unpredictable visa durations, immigration authorities will now automatically extend the validity of your visa based on your positive travel history.

If you travel responsibly and follow the rules, your visa duration will progressively increase with each application.

The 3 Tiers of the Visa Cascade System

1-Year Visa: Applicants who have lawfully obtained and used at least one Schengen visa within the previous 2 years.

2-Year Visa: Applicants who have lawfully used a previous 1-year Schengen visa within the previous 3 years.

5-Year Visa: Applicants who have lawfully used a previous 2-year Schengen visa within the previous 4 years.

This is the foundation of the entire system. You must use your previous visas correctly. Never overstay your visa, respect the duration of stay, and do not violate any local laws or stay conditions while in Europe. A trustworthy travel history is your best asset.

When submitting your documents, explicitly state in your cover letter that you are applying under the Visa Cascade framework. Clearly explain your genuine need for a multi-year visa by outlining your future travel plans—whether it’s exploring multiple European countries over the next year, visiting a partner, or frequent business trips.

Instead of buying insurance just for a single trip, purchasing a comprehensive annual travel insurance policy adds massive credibility to your file. It signals to the visa officer that you are a serious, frequent traveler who is fully prepared for multiple entries throughout the year.

If you have never applied for a Schengen visa before, or if your previous visa falls outside the timeline mentioned above, you likely won’t get a multi-year visa on your first try. Focus on making your first itinerary watertight and returning on time. This successful first trip serves as your official entry point onto the Visa Cascade ladder!
