ตม.30 คืออะไร? ทำไมต่างชาติเข้าไทย… เจ้าบ้านต้องรู้!
TM.30 คือการแจ้งที่พักของชาวต่างชาติ โดยเจ้าของบ้านหรือผู้ให้ที่พักเป็นผู้มีหน้าที่แจ้ง
จุดประสงค์คือให้ ตม. ทราบว่าชาวต่างชาติพำนักอยู่ที่ใดระหว่างอยู่ในประเทศไทย
หากไม่แจ้ง อาจถูกปรับ และทำให้การต่อวีซ่าหรือธุรกรรมกับ ตม. ล่าช้าหรือดำเนินการไม่ได้จนกว่าจะแก้ไข TM.30 ให้ถูกต้อง
💡 เรื่องสำคัญที่หลายคนเข้าใจผิด: หน้าที่ในการแจ้ง ตม.30 ไม่ใช่หน้าที่ของชาวต่างชาติ แต่เป็นหน้าที่ของ “เจ้าของที่พัก” ไม่ว่าจะเป็นเจ้าบ้านคนไทย, เจ้าของอพาร์ตเมนต์, คอนโด หรือโรงแรม
⬩➤ ทำไมต้องแจ้ง ตม.30? ▼
กฎหมายนี้มีมาตั้งแต่ปี พ.ศ. 2522 ตามพระราชบัญญัติตรวจคนเข้าเมือง โดยมีวัตถุประสงค์หลักๆ ดังนี้ครับ:
- เพื่อความปลอดภัย: ทางการจำเป็นต้องรู้ว่าชาวต่างชาติพักอยู่ที่ไหนในประเทศ เพื่อการดูแลและความปลอดภัยของคนในพื้นที่
- ต้องใช้ในการต่อวีซ่า: เวลาชาวต่างชาติจะไปติดต่อ ตม. หรือขอต่อวีซ่า จะต้องอ้างอิงข้อมูลพื้นที่ตาม ตม.30 ที่เคยแจ้งไว้เท่านั้น
⬩➤ เคยอยู่โรงแรมแล้วย้ายเข้าบ้าน… ต้องแจ้งซ้ำไหม? ▼
“ต้องแจ้งซ้ำ” หลายคนคิดว่าตอนอยู่โรงแรม ทางโรงแรมแจ้งให้แล้ว พอเปลี่ยนมาย้ายเข้าพักในบ้านคนไทยหรือคอนโดจะไม่ต้องแจ้ง ซึ่งเป็นความเข้าใจที่ผิด เพราะถ้าเปลี่ยนที่อยู่ใหม่ ก็ต้องแจ้งอัปเดตที่อยู่ปัจจุบันให้ตรงกับความเป็นจริง
ไปเที่ยวต่างจังหวัดสั้นๆ 3-4 วัน ต้องแจ้งไหม? ถ้าไปพักผ่อนสั้นๆ แล้วกลับมาที่อยู่หลัก ไม่จำเป็นต้องแจ้งใหม่ (เพราะเราไม่ได้ไปติดต่อขอต่อวีซ่าที่นั่น) แต่ถ้าเป็นการย้ายที่อยู่ถาวรหรือย้ายไปอยู่ยาวๆ อันนี้ต้องแจ้งใหม่ทันที
⬩➤ ถ้าไม่แจ้ง… จะมีปัญหาอะไรไหม? ▼
ตามกฎหมายแล้ว คนที่จะโดนปรับคือเจ้าของที่พัก แต่ในความเป็นจริง ชาวต่างชาติมักจะเป็นคนเดือดร้อนและโดนปรับเอง เพราะเมื่อถึงเวลาที่ต้องไปต่อวีซ่า เจ้าหน้าที่จะตรวจเช็กเอกสารนี้เป็นอันดับแรก
อัตราค่าปรับ: ตั้งแต่ 800 – 2,000 บาท แล้วแต่กรณี (หากไปสารภาพผิดเองอาจโดนขั้นต่ำ แต่ถ้าเจ้าหน้าที่ตรวจเจอเองจะโดนปรับเต็มจำนวน)
หมายเหตุ: ถึงจะจ่ายค่าปรับแล้ว ก็ยังคงต้องทำเรื่องแจ้ง ตม.30 อยู่ดี ไม่ใช่จ่ายแล้วจบนะ
แจ้งเมื่อไหร่ดีที่สุด?
ควรแจ้งให้เร็วที่สุดเท่าที่จะทำได้หลังจากชาวต่างชาติเข้าพัก ไม่แนะนำอย่างยิ่งให้ไปแจ้งในวันที่จะต้องไปเจอหน้าเจ้าหน้าที่ ตม. เพื่อต่อวีซ่า เพราะอาจทำให้ขั้นตอนล่าช้าหรือโดนค่าปรับได้
⬩➤ เอกสารที่ต้องใช้มีอะไรบ้าง? ▼
1. เอกสารฝั่งเจ้าบ้าน / เจ้าของที่พัก
- หากเป็นบ้านคนไทยทั่วไป: บัตรประชาชน และ ทะเบียนบ้าน (หน้าแรกและหน้าที่มีชื่อเจ้าบ้าน)
- หากเป็นคอนโด / อพาร์ตเมนต์: บัตรประชาชนของเจ้าของ และ เอกสารแสดงความเป็นเจ้าของ (เช่น โฉนดที่ดิน หรือสัญญาซื้อขายที่ยืนยันว่าเป็นเจ้าของห้องนั้นจริง) ไม่ใช้ทะเบียนบ้านที่เป็นที่อยู่อื่น
2. เอกสารฝั่งชาวต่างชาติ
- หนังสือเดินทาง (Passport) หน้าแรก
- หน้าที่มี “ตราประทับเข้าประเทศไทย” รอบล่าสุด

ปัจจุบันสามารถแจ้ง ตม.30 ได้ 3 ช่องทางหลัก:
- ไปแจ้งด้วยตัวเองที่สำนักงาน ตม. ในพื้นที่ (ต้องไปในเวลาราชการ)
- ส่งทางไปรษณีย์ (ไม่แนะนำ เพราะตรวจสอบผลได้ยาก)
- แจ้งทางออนไลน์ (แนะนำที่สุด)
💻 ทำไมต้องแจ้งออนไลน์? ตอนแรกอาจจะดูงงๆ เล็กน้อยเพราะต้องลงทะเบียนและอัปโหลดเอกสารที่พักครั้งแรก แต่หลังจากนั้นรอบถัดๆ ไปจะง่ายมาก แค่เข้ามาอัปเดตรูปตราประทับรอบใหม่และกรอกข้อมูลต่างชาตินิดเดียว ระบบในปัจจุบันก็พัฒนาให้กดส่งปุ๊บ สามารถดาวน์โหลดใบแจ้ง ตม.30 ออกมาพิมพ์ใช้งานได้ทันที

What is TM30? Why Every Landlord Visiting or Hosting Foreigners Must Know!
TM30 is an official notification of where a foreigner is staying, and it is the responsibility of the property owner or host to file it. The purpose is to let Immigration know exactly where foreigners are residing during their stay in Thailand. Failure to file can lead to fines and may cause delays or prevent visa extensions and other Immigration services until the TM30 is properly updated.
💡 A Common Misunderstanding: Filing TM30 is NOT the foreigner’s duty. It is the strict responsibility of the “property owner” or “host”—whether you are a Thai homeowner, apartment/condo landlord, or hotel manager.
⬩➤ Why Do We Need to File TM30? ▼
This regulation comes from the Immigration Act of 1979. The main reasons for this rule are:
◼ For Safety & Security: Authorities need to know exactly where foreigners are residing in the country for local safety and monitoring.
◼ Required for Visa Extensions: When foreigners need to contact Immigration or extend their visa, the office will verify their current address using the filed TM30 data.
⬩➤ Moving from a Hotel to a House… Do You Need to Report Again? ▼
“Yes, you must report it again”. Many people wrongly assume that since the hotel already filed a TM30 upon arrival, they don’t need to do it again when moving into a private home or condo. If a foreigner changes their address, a new TM30 must be filed to update their current location.
◼ Traveling to other provinces for a short 3-4 day trip? If it is just a short holiday and they are returning to their main address, you don’t need to file a new one (because they won’t be extending their visa there). However, if they are moving permanently or staying long-term at the new place, a new TM30 is required.
⬩➤ What Happens If You Don’t File? (Penalties) ▼
By law, the property owner is the one who gets fined. However, in reality, foreigners usually suffer the most because when they go to extend their visa, Immigration officers will check this document first thing.
Fine Rates: From 800 to 2,000 Baht depending on the situation. (If you self-report the mistake, you might pay the minimum fine, but if officers catch it themselves, it will be the maximum fine).
Note: Even after paying the fine, you still have to complete and submit the TM30 form.
When is the Best Time to File?
You should file as soon as possible after the foreigner checks in. It is highly discouraged to wait until the day of a visa extension to file, as this will cause delays or unexpected fines.

1. For the Landlord / Host
- For Private Thai Homes: Thai ID Card and House Registration Book (the front page and the page showing the host’s name).
- For Condos / Apartments: Owner’s ID Card and Proof of Ownership (such as a Title Deed or Purchase Agreement showing the owner’s name). Do not use a house registration book from a different address.
2. For the Foreign Guest
- Passport photo page.
- The passport page with the latest Thai Immigration entry stamp.

There are 3 ways to submit a TM30:
- In-Person: Visit the local Immigration Office in your area (during official working hours).
- By Mail: Send documents via post (not recommended, as it is hard to check the status).
- Online (Highly Recommended):
