ตม.30 คือ แบบฟอร์มแจ้งข้อมูลที่พักอาศัยของชาวต่างชาติ ที่เข้ามาในประเทศไทย ตามกฎหมาย (พ.ร.บ.คนเข้าเมือง พ.ศ. 2522 มาตรา 38) เพื่อให้รัฐทราบว่าชาวต่างชาติคนนั้นพักอยู่ที่ไหนในประเทศ

หน้าที่ตามกฎหมายคือ “เจ้าบ้าน” เจ้าของบ้าน เจ้าของห้องคอนโด ผู้จัดการอพาร์ตเมนต์ หรือโรงแรมที่ชาวต่างชาติไปพัก ไม่ใช่หน้าที่ของชาวต่างชาติโดยตรง แต่ในความเป็นจริง ชาวต่างชาติสามารถขอเอกสารจากเจ้าบ้านเพื่อไปดำเนินการแจ้งด้วยตัวเองได้

เจ้าบ้าน: มีโทษปรับสูงสุดไม่เกิน 2,000 บาท

ชาวต่างชาติ: ในทางปฏิบัติมักจะเป็นคนจ่ายค่าปรับเองเพราะเป็นคนไปติดต่อราชการ และจะได้รับผลกระทบหนักที่สุด เพราะตอนที่ต่างชาติไปตม.ขออยู่ต่อ ตม.จะดูในระบบได้ว่าไม่มีการแจ้งตม.30 ตม.ก็จะปรับทันที ขั้นต่ำ 800 บาท (อาจสูงกว่านี้แล้วแต่ดุลยพินิจของจนท.) แล้วดำเนินการลงทะเบียนตม.30 ให้

ต้องทำทั้งหมด ไม่ว่าจะถือวีซ่าประเภทไหน หากเข้ามาพำนักในประเทศไทย เจ้าบ้านต้องแจ้ง ตม.30 ทุกกรณี

ตม.30: แจ้งเรื่อง “สถานที่พัก” (เจ้าบ้านเป็นคนแจ้ง) ทำแค่ครั้งเดียวตอนเข้าประเทศ หรือเมื่อย้ายที่อยู่ใหม่

รายงานตัว 90 วัน (ตม.47): แจ้งเรื่อง “ระยะเวลาที่อยู่ในไทย” (ชาวต่างชาติเป็นคนแจ้ง) ต้องทำทุกๆ 90 วันหากอยู่ยาวต่อเนื่อง

ต้องแจ้งให้เร็วที่สุด ภายใน 24 ชั่วโมงหลังชาวต่างชาติเดินทางมาถึงที่พัก (หมายเหตุ: ไม่สามารถทำล่วงหน้าก่อนมาถึงได้ เพราะระบบออนไลน์จะล็อกวันไว้ ทำได้เร็วที่สุดคือวันที่เขาแลนดิ้งถึงไทย)

แจ้งออนไลน์ (สะดวกที่สุด): ทำผ่านเว็บไซต์ tm30.immigration.go.th หรือแอปพลิเคชันของ ตม.

แจ้งด้วยตัวเอง: ณ สำนักงานตรวจคนเข้าเมือง (ตม.) ตามพื้นที่จังหวัดที่บ้านตั้งอยู่ (ไม่สามารถแจ้งที่สนามบินได้)

ฝั่งชาวต่างชาติ:

• สำเนาหนังสือเดินทาง (Passport) หน้าที่มีข้อมูลรูปถ่าย และหน้าที่มีตราประทับวีซ่า/ตราขาเข้า

ฝั่งเจ้าบ้าน / เจ้าของที่พัก:

• สำเนาทะเบียนบ้าน หรือ สัญญาเช่าที่พัก
• สำเนาบัตรประชาชนของเจ้าบ้าน

ต้องแจ้งที่บ้านใหม่อีกรอบ ตอนอยู่โรงแรม โรงแรมจะแจ้งระบบออนไลน์ให้โดยอัตโนมัติ (เป็นที่อยู่ล่าสุดในระบบ) พอชาวต่างชาติย้ายมาอยู่บ้านเรา เราต้องแจ้ง ตม.30 เป็น “ที่อยู่ใหม่” ทันที เพราะถ้าไม่แจ้ง ตอนไปต่อวีซ่า ข้อมูลที่อยู่จะไม่ตรงกับความเป็นจริงและจะมีปัญหาทันที

ถ้าโรงแรมไม่ยอมทำ ให้เราเก็บหลักฐานใบจองห้องพัก/ใบเสร็จของโรงแรมไว้ แล้วแจ้ง ตม.30 เองตอนกลับเข้าบ้าน โดยบอก ตม. ตามจริงว่าโรงแรมไม่แจ้งให้ เคสนี้โรงแรมจะมีความผิดและโดนปรับแทนเรา

เหตุผลที่บางคนบอกว่า “ไม่เคยแจ้ง ตม.30 ก็ไม่เห็นโดนอะไรเลย” เป็นเพราะเขาเข้ามาท่องเที่ยวระยะสั้น และไม่เคยไปติดต่อราชการหรือไป ตม. เลยตลอดการอยู่ไทย

แต่จำไว้เลยว่า ถ้าวันไหนที่ชาวต่างชาติต้องติดต่อ ตม. เช่น ขออยู่ต่อ, ต่อวีซ่า, ทำเรื่องแต่งงาน, หรือแม้กระทั่งไปติดต่อที่ว่าการอำเภอ แล้วทางราชการเรียกตรวจใบ ตม.30 ขึ้นมาแล้วเราไม่มีให้ วันนั้นจะมีปัญหาทันทีและโดนปรับแน่นอน

No, they are different:

90-Day Reporting: Reports HOW LONG you have stayed. Done every 90 days if you stay in Thailand continuously.
