2. คนไทยที่ใช้เอกสารแทนพาสปอร์ต หรือ Certificate of Identity (CI)

เอกสาร Certificate of Identity (CI) มักออกให้ในกรณีฉุกเฉิน หรือกรณียังไม่สามารถทำพาสปอร์ตไทยได้ทัน เช่น

• พาสปอร์ตไทยหมดอายุ สูญหาย หรือชำรุด
• ยังไม่มีพาสปอร์ตไทยเล่มใหม่
• สถานทูตไทยในต่างประเทศออกเอกสารให้เพื่อเดินทางกลับประเทศ

แนวปฏิบัติของ ตม.

• ใช้เอกสาร CI เป็นหลักฐานยืนยันตัวบุคคลแทนพาสปอร์ต
• เจ้าหน้าที่สามารถ อนุญาตให้เข้าประเทศไทยได้ทันที

3. คนไทยที่เดินทางเข้าไทยด้วยพาสปอร์ตไทยหมดอายุ

👉 พาสปอร์ตไทยหมดอายุ ยังสามารถเข้าไทยได้

เพียงยื่นพาสปอร์ตไทยเล่มที่หมดอายุให้เจ้าหน้าที่ตรวจคนเข้าเมือง
โดยปกติ ตม. จะอนุญาตให้เข้าไทยได้ แต่อาจแจ้งให้ไปทำพาสปอร์ตเล่มใหม่ภายในประเทศ

3.1 กรณีพิสูจน์ได้ว่าเป็นคนไทยแน่นอน

หากมีหลักฐานอย่างใดอย่างหนึ่งต่อไปนี้:

• บัตรประชาชนไทย
• ทะเบียนบ้านไทย
• มีข้อมูลในระบบทะเบียนราษฎร์
• มีประวัติการเดินทางออกนอกประเทศย้อนหลังที่ตรวจสอบได้

เจ้าหน้าที่สามารถ อนุญาตให้เข้าไทยได้ตามปกติ เหมือนผู้โดยสารทั่วไป

3.2 กรณีไม่สามารถพิสูจน์สัญชาติไทยได้ชัดเจน

เช่น

• ไม่มีบัตรประชาชน
• ไม่มีเอกสารยืนยันสัญชาติ
• ไม่พบข้อมูลในระบบทะเบียนราษฎร์
• ไม่มีหลักฐานการเดินทางออกนอกประเทศ

แนวทางปฏิบัติ

• ผู้โดยสารจะถูกส่งไปยัง งานพิธีการเข้าเมือง
• เจ้าหน้าที่จะดำเนินการ ตรวจสอบเพิ่มเติมก่อนอนุญาตให้เข้าประเทศ

4. ซื้อตั๋วเครื่องบิน ใช้พาสปอร์ตอันไหน

• ใช้ พาสปอร์ตเล่มที่ใช้ขอวีซ่าหรือมีสิทธิ์เข้าเมืองประเทศนั้น
• ใช้พาสปอร์ตต่างชาติซื้อตั๋วเครื่องบิน
• เช่น มีพาสปอร์ตไทย กับพาสปอร์ตอังกฤษ แม้จะชื่อนามสกุลไม่ตรงกัน ก็ไม่ต้องสนใจ แค่ซื้อตั๋วโดยอิงข้อมูลตามพาสปอร์ตอังกฤษ

1. Thai Nationals Holding Two Passports

(Thai Passport + Foreign Passport)

Key point:

• If you are a Thai national, Thai Immigration will stamp entry only in your Thai passport. You cannot choose which passport to use.

Important notes

• Even if you travel to Thailand using a foreign passport, entry will still be processed under the Thai passport
• Thailand recognizes only one nationality under Thai law
• Immigration officers will inspect and grant entry based on the Thai passport

2. Thai Nationals Using a Substitute Travel Document or Certificate of Identity (CI)

A Certificate of Identity (CI) is usually issued in emergency situations or when a Thai passport is not yet available, such as:

• Thai passport expired, lost, or damaged
• Unable to obtain a new Thai passport in time
• Issued by a Thai embassy or consulate abroad to return to Thailand

Immigration procedure

• The CI serves as an official identity document in place of a passport
• Thai Immigration officers can allow immediate entry into Thailand

3. Entering Thailand with an Expired Thai Passport

👉 Thai nationals can enter Thailand even with an expired Thai passport

You may present the expired Thai passport to immigration officers.
Entry is normally granted, although officers may advise you to apply for a new Thai passport while in Thailand.

3.1 When Thai Nationality Can Be Clearly Verified

Examples of supporting evidence include:

• Thai national ID card
• Thai household registration (Tabien Baan)
• Records in the Thai civil registration system
• Verifiable travel history showing previous departures from Thailand

Outcome

• Immigration officers may grant entry as normal, the same as for any Thai passenger

3.2 When Thai Nationality Cannot Be Clearly Verified

For example:

• No Thai ID card
• No nationality confirmation documents
• No records found in the civil registration system
• No verifiable travel history

Procedure

• The passenger will be referred to Immigration Procedures / Secondary Inspection
• Additional checks will be conducted before entry is approved

4. Which passport should be used to book a flight?

• Use the passport that was used to apply for the visa or that grants you the right to enter the destination country.

• You can book the flight using your foreign passport.

• For example, if you hold both a Thai passport and a British passport, even if the names on the two passports are different, it does not matter. You should simply book the ticket using the details shown on your British passport.
