สำหรับชาวต่างชาติ การมี ทะเบียนบ้าน ท.ร.13 (เล่มเหลือง) หรือ บัตรประจำตัวคนต่างด้าว (บัตรชมพู) ไม่ได้หมายความว่าจะสามารถพำนักอยู่ในประเทศไทยได้ถาวร เพราะสิ่งเหล่านี้ ไม่เกี่ยวข้องกับสถานะวีซ่า และ ไม่ได้ให้สิทธิพิเศษใด ๆ เหนือกว่าชาวต่างชาติคนอื่น

การมีเอกสารเหล่านี้เป็นเพียงการ อำนวยความสะดวกในการติดต่อกับหน่วยงานราชการหรือองค์กรต่าง ๆ เช่นเข้าอุทยานแห่งชาติในราคาคนไทย(บางแห่ง), ใช้แทนพาสปอร์ตในบางกรณี, ใช้ทำใบขับขี่, ติดต่อโรงพยาบาล, ทำประกันสุขภาพ

โดยเฉพาะสำหรับชาวต่างชาติที่ พำนักอยู่ในไทยเป็นระยะเวลานานและไม่ค่อยเดินทางออกนอกประเทศ เอกสารเหล่านี้จะช่วยให้ใช้ชีวิตประจำวันได้สะดวกขึ้น เนื่องจากการทำพาสปอร์ตใหม่ที่สถานทูตของตนเองมัก ใช้เวลานานและมีค่าใช้จ่ายสูงกว่า

For foreigners, having a House Registration Book (Yellow Tabien Baan) or a Foreigner Identification Card (Pink ID Card) does not mean they are allowed to permanently reside in Thailand.
These documents are not related to visa status and do not grant any special privileges compared to other foreigners.

Having these documents simply helps facilitate dealings with government offices or organizations, such as: Entering national parks at the local Thai rate (in some places), Using the card in place of a passport in certain situations, Applying for a driver’s license, Visiting hospitals, Purchasing health insurance

These documents are especially useful for foreigners who have been living in Thailand long-term and rarely leave the country, as they make everyday life much more convenient. Renewing a passport through one’s own embassy often takes time and can be more expensive.
