สำหรับชาวต่างชาติที่เข้ามาไทยด้วยฟรีวีซ่า / วีซ่าท่องเที่ยว แล้วต้องการ เปลี่ยนประเภทวีซ่าเป็นวีซ่าคู่สมรส ในประเทศไทย โดยใช้ทะเบียนสมรสที่จดในต่างประเทศ จำเป็นต้องดำเนินการให้ทะเบียนสมรสดังกล่าว “ได้รับการรับรองอย่างถูกต้องตามกฎหมายไทย” ก่อนนำมาใช้ยื่นต่อสำนักงานตรวจคนเข้าเมือง
3 ขั้นตอนหลักในการนำทะเบียนสมรสต่างประเทศมาขอวีซ่าในไทย
⬩➤ ขั้นตอนที่ 1: รับรองความถูกต้องของทะเบียนสมรส (Legalization)▼
นำ ทะเบียนสมรสฉบับจริงจากประเทศต้นทาง ไปดำเนินการรับรองความถูกต้องของเอกสารว่าเป็นของจริงไม่มีการปลอมแปลง (Legalization)
โดยสามารถทำได้สองทางเลือก คือ
- รับรองที่ กระทรวงการต่างประเทศของประเทศต้นทาง, หรือ
- รับรองที่ สถานเอกอัครราชทูตของประเทศนั้นในประเทศไทย
ขั้นตอนนี้มีจุดประสงค์เพื่อยืนยันว่าเอกสารเป็นของจริงและออกโดยหน่วยงานที่ถูกต้องตามกฎหมาย
⬩➤ ขั้นตอนที่ 2: แปลและรับรองคำแปลเป็นภาษาไทย ▼
- หลังจากเอกสารถูกรับรองแล้ว ให้นำ ทะเบียนสมรสต้นฉบับ ไป แปลเป็นภาษาไทย
- จากนั้นนำเอกสารทั้งต้นฉบับและฉบับแปลไป รับรองคำแปล ที่ กรมการกงสุล กระทรวงการต่างประเทศของไทย (Department of Consular Affairs, Ministry of Foreign Affairs)
เอกสารที่ผ่านการแปลและรับรองแล้ว จึงจะสามารถนำไปใช้กับหน่วยงานราชการไทยได้อย่างเป็นทางการ
⬩➤ ขั้นตอนที่ 3: ยื่นขอ “ใบรับแจ้งการจดทะเบียนสมรสในต่างประเทศ” (คร.22) ▼
- เมื่อเอกสารพร้อม ให้นำ ทะเบียนสมรสที่ผ่านการรับรองและแปลแล้ว ไปยื่นที่ ที่ว่าการอำเภอ เพื่อออกเอกสารรับรองที่เรียกว่า ใบรับแจ้งการจดทะเบียนสมรส (แบบ คร.22)
- ใบ คร.22 นี้เป็นเอกสารสำคัญที่ใช้ยืนยันสถานะสมรสในประเทศไทย และจำเป็นสำหรับการยื่นขอ เปลี่ยนประเภทวีซ่าเป็นวีซ่าคู่สมรส (Non-O Marriage Visa) ที่สำนักงานตรวจคนเข้าเมือง

ตั้งแต่เดือนพฤศจิกายน 2025 ถึงจะยังไม่มีการแก้กฎหมายเป็นลายลักษณ์อักษร แต่ในทางปฏิบัติ เจ้าหน้าที่ ตม. ไทยเข้มงวดเรื่องการเข้าเมืองแบบฟรีวีซ่ามากขึ้นมาก
- จำกัดจำนวนครั้ง: มีการจำกัดจำนวนครั้งในการเข้าประเทศ ถ้าคุณอยู่เต็มจำนวนวันที่ได้รับอนุญาตทุกครั้ง

How to Use a Foreign Marriage Certificate to Apply for a Visa in Thailand
For foreigners who enter Thailand with “Visa exemption” or “Tourist Visa” wish to change their visa type to a “Non-O Marriage Visa” in Thailand using a marriage certificate issued abroad, it is necessary to have that certificate legally recognized and authenticated under Thai law before submitting it to the Immigration Office.
3 Main Steps to Use a Foreign Marriage Certificate for a Visa Application in Thailand
⬩➤ Step 1: Legalization of the Marriage Certificate ▼
Take the original marriage certificate issued by your home country for legalization, to verify that the document is genuine and has not been falsified.
You can complete this process in one of two ways:
- Have it legalized by the Ministry of Foreign Affairs in your home country, or
- Have it legalized by your country’s Embassy in Thailand.
This step ensures that the marriage certificate is authentic and officially issued by a legitimate authority.
⬩➤ Step 2: Translate and Legalize the Thai Translation ▼
- After the document has been legalized, bring the original marriage certificate to be translated into Thai.
- Then, submit both the original and the translated versions for certification of translation at the Department of Consular Affairs, Ministry of Foreign Affairs of Thailand.
Only documents that have been properly translated and certified can be officially used with Thai government authorities.
⬩➤ Step 3: Apply for the “Certificate of Marriage Registration Report” (Form Khor.Ror.22) ▼
- Once all documents are ready, take the legalized and translated marriage certificate to the District Office (Amphur) to request a document called the Certificate of Marriage Registration Report (Form Kor.22).
- The Khor.Ror.22 form is an important document that officially confirms your marital status in Thailand and is required when applying for a visa type change to a Non-O Marriage Visa at the Immigration Office.

Since November 2025, there haven’t been any official law changes written down, but in practice, Thai immigration has gotten much stricter about free-visa entries (Visa Exemptions).
- Limited Entries: They are limiting how many times you can enter if you always stay for the full allowed period.
- Frequent Travelers: People who visit Thailand often and stay for a long time are being watched closely.
- Visa Changes Denied: Most immigration officers now refuse to change your visa type inside Thailand (e.g., changing from a free visa to a Non-O visa), even though it is still technically allowed by law.
